The group of 22 buildings were being built based on the same design as those on a hill in Loc Thanh Commune, Bao Lam District.

According to a report from the Loc Thanh Commune People's Committee, the houses have different investors but all hired Doan Tri Khoa to manage the construction work.

"None of these have construction permits," the committee said. "They're not local planning. When they held a ground-breaking ceremony for the house in May 2023, we demanded the investors stop and provide documents related to their land. However, they failed to submit the documents and continued construction."

By October 2023, when all the 22 houses had completed the first stage of construction, Loc Thanh authorities arrived again asking the investors to stop the work and summoned Doan Tri Khoa.

Chairman of Loc Thanh Commune People's Committee, Do Ngoc Can, said that the investors refused to follow the instructions from local authorities.

"We've reported the situation to the Bao Lam District People's Committee," he said.

The Bao Lam District People's Committee on March 21 asked the concerned departments to check and deal with the case. The district authorities also suspended Loc Thanh Chairman Do Ngoc Can and a local land management officer Tran Ngoc Hoan during the investigation.
