The Vu, 39, is suspected of killing Tai Peter Phan, 49, with the same gun he then took to his own head, Falls Church police said.
Phan, who played bass guitar part-time, was shot in the leg and body and died at the scene.
The 120-store shopping center, Eden Center, says on its website it is the hub of Vietnamese-Americans on the East Coast. Police suspect it is a den of gang and drug activity.
In August, Falls Church police and the Northern Virginia Regional Gang Task Force raided 14 coffee shops and bars at the plaza that ran video gambling machines, according to the Washington Post.
