The Khanh An 03 speedboat was returning tourists from Ky Co Beach to the shore of Nhon Ly in Quy Nhon Dong Ward at around 11.30 am when it was overturned by strong waves just tens of metres from land.
Local residents and border guards responded quickly, using ropes to pull the vessel ashore and assist those onboard.
Nguyen Thanh Danh, Vice Chairman of Quy Nhon Dong Ward, said most passengers had disembarked before the incident. Only two tourists and one tour guide remained on the boat at the time, all of whom suffered minor injuries.
Authorities have questioned the boat owner and operator as part of an ongoing investigation into the cause of the accident.
Danh also noted that local authorities are reviewing proposed sites for pier construction. While some investors have shown interest, the project requires technical assessments by consulting units before moving forward with official approval.
