The ministry has sent an official document to the Ministry of Foreign Affairs, Ministry of Health and the Ministry of Labour, Invalids and Social Affairs about the plans. Vietnam Airlines said they are waiting for their partners to confirm the availability.

In the first plan, an A350 plane will travel on Hanoi-Bata-Hanoi route. However, the airport in Bata can't provide fuel for planes until August 10. In the second plan, an A350 will travel on Hanoi-Bata-Malabo-Hanoi route. They will still have to add a fire engine to both plans and ask for permission for a Bata-Malabo domestic flight in Equatorial Guinea. In the third plan, the A350 will use the Hanoi-Malabo-Hanoi route in case a fire engine isn’t available at the airport in Bata.

In the final plan, Vietnam Airlines will use two A321 planes. One plane will carry the infected patients and the other one will carry the uninfected passengers. They will go from Hanoi to Dubai, Bata, Jeddah, Ahmedabad and back to Hanoi. However, they will face some difficulties in asking for permission as well as the lack of resting time for both the crew and the passengers due to long flight and too many transit points. Moreover, the airport in Bata must be able to provide fuel and fire engine.

The Ministry of Transport will direct all related agencies and firms to create favourable conditions so that procedures can be completed quickly and fees will be reduced. They will also ask the authorities in other countries to help. The Ministry of Foreign Affairs must work with the Ministry of Labour, Invalids and Social Affairs to ensure that all passengers will board the flight on time and work with their families about emergencies.

The ministry also asked the Ministry of Health to monitor the patients' health and have prevention plans to deal with all situations. The Ministry of Health will send skilled doctors and nurses on the flight, provide equipment for the crew and patients and arrange quarantine areas and hospitals.
