The Supreme People's Procuracy announced on February 3 that it has issued a decision to prosecute Ha Xuan Nghiem and accomplices for conducting "terrorist acts to oppose the people's administration” as stipulated in Articles 113 and 109 of Penal Code 2025 (amended in 2025).
The case occurred in Ho Chi Minh City and several other provinces and cities.
The Supreme People’s Procuracy has asked press agencies to publish information on the prosecution, urging Nghiem to present himself to public security or people’s procuracy agencies in Vietnam to benefit from the State’s leniency policy and to exercise the right to defence in accordance with Article 60 of Criminal Procedure Code 2015.
Nghiem was born on December 12, 1963, in Dong Thap Province. His permanent residence is at 5A, An Duong Vuong Street, Long Hoa Ward, Tay Ninh Province. His last known address before fleeing is 226, 30/4 Street, Tan Ninh Ward, Tay Ninh Province.
The man is currently wanted by the Investigation Security Agency of the Ho Chi Minh City Department of Public Security.
