The city's Department of Construction issued the directive after a serious crash on National Highway 1 in Dong Nai City on July 21, implementing instructions from the Ministry of Construction and a prime ministerial dispatch on improving road safety.
The department instructed its transport inspection unit, road infrastructure management agencies, transport operators and bus station operators to step up measures to ensure traffic safety.

Transport inspectors were told to intensify checks on passenger and freight vehicles, particularly those operating at night, and strictly deal with violations within their authority.
Transport companies were also ordered to strengthen oversight of their operations and tighten controls over buses and trucks travelling at night to reduce the risk of serious crashes.
Under the directive, operators must comply with vehicle maintenance schedules and carry out regular inspections of engines, steering systems, brakes, lights, tyres and other safety-critical components.
Vehicles must also be equipped with all mandatory safety and fire prevention equipment.
The department said vehicles failing to meet technical and safety standards must not be put into service.
