 Downsizing and staff restructuring will accompany salary reforms

Deputy Prime Minister Nguyen Xuan Phuc has directed the Ministry of Home Affairs and the standing body of the government’s Central Steering Committee to gather opinions and finalise the downsizing and staff restructuring project.

He emphasized the principle behind the decision was to develop highly skilled, morally upstanding, politically committed civil servants. As part of this project, Phuc ordered a review of the results of a decree that recommended a downsizing on the civil service as far back as 2007. Detailed reports on staff abilities such as their professional skills, age and gender would be compiled.

Phuc said that staff restructuring would need to be clear and detailed and run in parallel with reforming salary policies. The solutions would include both restructuring and salary provisions. However, both categories must contain goals, time frames and implementation road maps.

Phuc ordered the project to start immediately. It will be sent to Prime Minister and then onto the Politburo by December 2012.
