Nguyen Van Tiem, chairman of Hoang Thanh Commune, said the removal had been approved by the provincial authorities and carried out by the Hoang Hoa area construction project management board.

According to the Hoang Hoa area construction project management board, storms in 2025 severely damaged the five hand-shaped structures along with several sections of the sea dyke at the resort.
The five hand-shaped structures were previously built along Hai Tien Beach under a project to upgrade the coastal road linking Hoang Tien and Hoang Thanh communes in Thanh Hoa.
The concrete hand-shaped huts were built under a coastal road upgrade project linking Hoang Tien and Hoang Thanh communes, launched in March 2023. Spaced 250 metres apart and set about 10 metres seaward of the dyke, each stood 3.1 metres high and was used as a lookout for beach safety staff.
The project cost more than VND 300 million (USD 12,000), funded by the former Hoang Hoa District budget.
