Vietnam's National Assembly has set a target of at least 10 per cent economic growth in 2027, with per capita GDP expected to reach approximately USD 6,100.

The resolution on the country's 2027 socio-economic development plan was passed on the morning of November 7, with more than 93.4 per cent of National Assembly deputies voting in favour.

Under the resolution, the government is tasked with pursuing economic growth of at least 10 per cent next year while keeping inflation at around 4.5 per cent. GDP per capita is targeted at approximately USD 6,100.

The government is also required to prioritise growth while maintaining macroeconomic stability, controlling inflation and safeguarding major economic balances.

It is expected to step up efforts to mobilise and use resources effectively, including increasing budget revenue, cutting spending, particularly recurrent expenditure, issuing bonds and securing official development assistance. It should also move ahead with plans to expand foreign ownership limits in sectors that do not affect national security.

The resolution calls on the government to manage interest rates and exchange rates in line with domestic and international conditions, reduce lending rates and direct credit towards production, business activities and priority sectors.

Other priorities include addressing the trade deficit, developing a healthy and sustainable property market, and resolving long-standing stalled projects. The government must also ensure sufficient supplies of electricity and petroleum products under all circumstances to safeguard energy security.

On infrastructure, the government is tasked with completing the expressway network in line with approved plans, particularly the eastern and western North-South expressways and east-west corridors.

It is also expected to accelerate major railway projects, including the Lao Cai-Hanoi-Haiphong line, the North-South high-speed railway, international rail links and urban rail systems.

The resolution calls for faster progress on Long Thanh and Gia Binh international airports.

In the energy sector, the government is required to develop a national energy reserve strategy and speed up planned power generation, transmission grid and solar power projects.

The National Assembly also urged authorities to firmly address the trend of local governments investing in airports, seaports, data centres and free trade zones without proper planning, warning that such moves could lead to wasteful spending.
