Ho Chi Minh City launches Tet spending drive as businesses join early

More than 100 brands have joined a consumer stimulus programme in HCM City, offering discounts worth an estimated VND 250 billion (approximately USD 9.73 million) ahead of the 2027 Lunar New Year.

The city-wide programme, branded “Vibrant HCMC”, opened its digital platforms on November 5, with the first promotional activities scheduled to begin on November 11.

More than VND 250 billion in discounts from November

The “Vibrant HCMC” year-end 2026 and Lunar New Year 2027 consumer stimulus programme has officially opened access to its digital platforms at songdong.hochiminhcity.gov.vn and hello.hochiminhcity.gov.vn.

The first series of promotional activities is scheduled to start on November 11 at commercial, cultural and experiential venues across the city, involving more than 100 brands.

The launch follows the Ho Chi Minh City People's Committee's announcement of a coordinated implementation plan on October 28 at the Autumn Economic Forum 2026 (AEF 2026). The programme is now moving beyond the planning stage to connect businesses, promotional offers and consumer experiences for residents and visitors.

The two websites have been developed to bring together shopping, trade, services, cultural activities and tourism under a single programme. Consumers can use them to find information about participating businesses, promotional events, destinations and special offers.

Figures compiled as of October 27 show that the programme had received proposals for around 97 promotional campaigns from participating partners, with the total value of stimulus packages expected to exceed VND 250 billion (approximately USD 9.73 million).

Participating brands are offering a range of incentives, including discounts, vouchers, electronic gifts and preferential rates on financial and payment services.

Each partner is responsible for announcing and implementing the value, duration, quantity and conditions of its respective offers.

The official launch ceremony for “Vibrant HCMC - Shopping Season” is scheduled for the evening of November 11 at Lam Son Park. A promotional week will also take place at the venue from November 11 to 15, featuring product showcases, special offers and consumer engagement activities.

Related events will be held at several commercial locations, including Union Square, Chi Lang Park, Nowzone and Diamond Plaza.

From November 13 to 15, Digital Content Creators Week will take place along Nguyen Hue pedestrian street, culminating in a major music concert on November 14.

Vibrant HCMC aims to generate more than VND 30 trillion (approximately USD 1.17 billion) in total merchandise transaction value through commercial and payment platforms. Of this figure, an estimated VND 10 trillion to VND 11 trillion (approximately USD 389 million to USD 428 million) is expected to represent additional transactions generated by the programme.

These are targets for the programme as a whole, not transaction results recorded at the time the platforms opened. Actual performance will depend on implementation progress and the level of participation among business partners.

Tourism businesses roll out early offers for Tet travellers

Beyond the city-wide stimulus campaign, tourism and service providers, including Vietravel, Saigontourist and Vietluxtour, have also begun launching promotional offers to capture demand for tours during the 2027 Lunar New Year holiday.

Vietravel launched its Spring 2027 promotional campaign on November 3, offering incentives and gifts for tours departing between December 1, 2026 and April 30, 2027.

Huynh Phan Phuong Hoang, deputy general director of Vietravel, said the company was proactively expanding its network of destinations, adding new travel products and diversifying departure dates to meet demand during the early months of the year.

The company has also pledged to keep tour prices unchanged from the same period last year. Combined with year-end stimulus campaigns and price reductions for some essential goods, Vietravel expects the number of holiday travellers to increase by around 25 per cent compared with last year's Tet holiday.

“Stimulating demand is not simply about offering discounts. It is first and foremost about giving customers more reasons to travel by expanding destination connections, refreshing products and enhancing the overall travel experience,” Hoang said.
