On November 4, the provincial People's Committee declared an emergency at the section between Km136+800 and Km136+900 in Phuc Tho Lam Ha Commune, where the road has suffered ground movement and subsidence following weeks of heavy rain.

Authorities have ordered relevant agencies to redirect traffic, install warning signs and barriers, and deploy personnel to regulate vehicles where necessary.
They must also maintain round-the-clock monitoring at the affected section to track ground movement, cracks and landslides, identify the causes and propose repair and recovery measures to ensure both immediate and long-term traffic safety.
The provincial People's Committee assigned the Department of Construction to instruct road management and maintenance units to mobilise personnel and machinery to carry out initial repairs.
The department will also work with Construction Investment Project Management Board No. 3 to assess the urgency of the situation and potential risks to infrastructure and traffic safety in the area.

Continuous heavy rainfall from early September to late October caused ground subsidence and raised the risk of road collapse and traffic disruption along the affected section.
The road surface has sunk by as much as 30cm in some places. A subsidence hole measuring around 40cm wide and 50cm deep has appeared on the roadside.
At Km136+890, a crack extending from the edge of the asphalt road down the negative slope is 70 metres long, 10cm wide and an average of 20cm deep.
The negative slope structure at Km136+820 has also developed a 10-metre-long vertical crack, averaging 6cm wide, while a retaining wall has been pushed sideways by around 10cm. A further crack, 15 metres long and 5cm wide, has appeared at the retaining wall's foundation.
To ensure safety, the Department of Construction announced that all vehicles would be prohibited from using the subsided section from 6pm on October 30.
National Highway 28 is a key route linking Gia Nghia and Dalat, covering a distance of around 160km.
