A review of 26 projects under construction, comprising approximately 23,500 units, including 3,667 rental homes, found that five projects with 4,562 units are expected to be completed by the end of 2026.
These include 4,062 social housing units and 500 rental homes.

The remaining 21 projects comprise around 18,900 units. Most are 20-30 storeys high and began construction in the second quarter of 2026.
Of these, only 14 projects, providing 12,075 units, are expected to be completed in 2027.
The city is also pushing ahead with three major developments totalling approximately 51,000 homes.
These include a 37,000-unit project in Ba Diem Commune, which has received investment policy approval, alongside developments of 10,000 units in Nha Be Commune and 3,700 units in Long Phuoc Ward.
Given their scale and construction requirements, these projects are expected to deliver most of their homes between 2028 and 2030.
The department has recommended that the city ask the Ministry of Construction to seek government approval to retain the overall target of 181,257 homes for the 2026-2030 period while revising annual completion targets.
Under the proposed timetable, HCM City would complete 4,562 homes in 2026, including 500 rental units, followed by 12,075 in 2027, including 3,000 rental units.
Completions would rise to 42,620 in 2028, 54,000 in 2029 and 68,000 in 2030, with rental homes accounting for 10,500, 15,000 and 23,000 units, respectively.
The revised schedule would retain the overall target of 181,257 homes by 2030, with more than 90 per cent of completions concentrated in the final three years.
