A representative of the Traffic Police Department told Dantri/Dtinews that the accident occurred at about 6.30 am near Thuong Tin overpass in Hong Van Commune, Hanoi, involving a car and a pedestrian.

The car was travelling from Ninh Binh Province towards Hanoi when it struck the man as he ran across the expressway beneath the overpass.
The impact threw the man several metres, killing him at the scene. The car sustained front-end damage.
The Traffic Police Department said it would work with the expressway's management and operating company to clarify whether road patrol personnel had fulfilled their responsibilities.
The department also plans to issue instructions to expressway operators nationwide to strengthen patrols, traffic monitoring and coordination to improve road safety.
The cause of the accident remains under investigation.
