HCM City plans to demolish 64 ageing apartment buildings

HCM City has identified 64 ageing apartment buildings containing 8,577 flats for relocation and demolition, with redevelopment planned by 2030, according to the municipal Department of Construction.

The buildings comprise 106 blocks, with an assessment completed in October finding that none required emergency demolition.

The department has submitted a redevelopment plan for deteriorating apartment buildings to the municipal People's Committee as part of the city's 2026-2030 housing renovation programme.

The city aims to largely complete investment preparations for redevelopment projects involving apartment buildings constructed before 1975 and between 1975 and 1994.

It also plans to finish repairs, upgrades and structural reinforcement of buildings not requiring demolition by 2027.

For the 64 buildings earmarked for demolition, renovation and reconstruction are scheduled to be undertaken by 2030.

The department is developing policies to address obstacles and accelerate the redevelopment programme.

Of 16 Grade D apartment buildings assessed in 2017, the city has relocated 828 of 1,194 households.

Twelve buildings have been fully evacuated, involving 608 households, while another two have seen 220 of 367 households relocated. The remaining two buildings still house 219 households awaiting relocation.

At Vinh Hoi apartment complex in Khanh Hoi Ward, relocation and temporary accommodation arrangements are proceeding alongside the preparation and approval of a detailed 1:500-scale development plan.

The plan will provide the basis for redevelopment procedures and the invitation of investors.

Under a decision approved by the former District 4 authorities in March 2025, 232 publicly owned flats have been allocated as temporary accommodation for Vinh Hoi residents.

Affected households will not have to pay rent or building management fees but must cover their own electricity, water and sanitation costs.

The department said the city's public housing stock has already been allocated to major infrastructure projects and approved compensation and resettlement programmes.

Where temporary housing is insufficient, ward authorities may consider providing rental assistance in accordance with regulations.

The Vinh Hoi redevelopment project has yet to secure an investor. Once approved, the developer may qualify for financial support covering technical infrastructure and relocation costs under a municipal resolution adopted in 2025.
