The groundbreaking ceremony marked the start of the 28.04-kilometre section from Go Dau to Ninh Thanh Ward.
The project is being developed by CT32 Expressway Investment Joint Stock Company under a public-private partnership (PPP) arrangement.
Of the total investment, approximately VND 5.4 trillion will come from the state budget, with investors contributing the remaining VND 4.88 trillion.

The four-lane expressway will have continuous emergency stopping lanes and a design speed of 120 kilometres per hour.
It will begin at an interchange with the HCM City-Moc Bai Expressway in Phuoc Thanh Commune and end at the intersection of roads DT799 and DT781 in Ninh Thanh Ward.
Speaking at the ceremony, Tay Ninh People's Committee Chairman Le Van Han described the expressway as a major infrastructure project crucial to the province's transport network and socio-economic development.
Once completed, the route will connect with the HCM City-Moc Bai Expressway, improving access between HCM City, central Tay Ninh, Ba Den Mountain National Tourist Area and industrial, commercial and service centres.
The project is expected to shorten travel times, reduce transport costs and attract investment.
Provincial authorities have approved compensation and support plans covering around 1,540 affected cases and approximately 258 hectares of land.
To meet the target of opening the expressway in 2029, Han instructed relevant agencies to accelerate compensation, site clearance, resettlement and the relocation of technical infrastructure.
The investor and contractors were urged to mobilise sufficient workers, machinery and equipment while maintaining construction quality, workplace safety and environmental protection.
Provincial departments were also directed to strengthen supervision of project spending and prevent financial losses, waste and irregularities.
Under the approved plan, the Go Dau-Xa Mat Expressway will extend approximately 65 kilometres, linking the HCM City-Moc Bai Expressway with the Xa Mat border gate.
The initial 28.04-kilometre section is being developed in the first phase, with the remaining stretch planned for a subsequent phase.
