At a meeting on the morning of October 30, the HCM City People's Council approved a resolution establishing mechanisms and policies to attract, retain and develop highly qualified personnel and talented individuals working at agencies, organisations, businesses and other institutions across the city.
The policy aims to attract chief engineers, chief architects, talented young scientists and engineers, experts in science, technology, innovation and digital transformation, managers, legal experts, and talented individuals in culture, arts, physical education, sports and other key sectors.

For experts and talented individuals recruited under employment contracts, the city will provide a one-off initial payment when their first contract is signed.
Chief engineers, chief architects, talented young scientists and engineers, and experts in science, technology, innovation and digital transformation will receive support equivalent to 100 times the Region I minimum wage, or VND 531 million (USD 20,423) per person. Other groups of experts and talented individuals will receive 80 times that rate, equivalent to VND 424.8 million (USD 16,338) per person.
Monthly income will range from 20 to 50 times the Region I minimum wage, equivalent to VND 106.2 million to VND 265.5 million (USD 4,084-10,211) per person. The specific amount will be decided by the competent authority based on job requirements, assessments by the talent-attraction council and available funding. Not all eligible individuals will receive the maximum amount.
In addition to income support, recruits may be considered for official housing or accommodation for experts if they meet the relevant conditions. Those who are not eligible for such housing, have not received equivalent support and hold a valid rental contract with supporting documents may receive reimbursement of actual rental costs, capped at four times the Region I minimum wage, or VND 21.24 million per person per month.
For highly qualified professionals recruited as civil servants or public employees within HCM City's political system, the city will provide additional income support on top of their existing salaries and allowances.
Professors, associate professors and individuals meeting certain professional criteria will receive support equivalent to five times the Region I minimum wage, or VND 26.55 million per month. Those holding doctoral degrees or equivalent qualifications will receive four times that amount, or VND 21.24 million per month.
People with master's degrees or equivalent qualifications, as well as those graduating from university with excellent honours, are eligible for proposed support of three times the Region I minimum wage, or VND 15.93 million per month. Other recruits who meet the eligibility requirements will receive twice that rate, equivalent to VND 10.62 million per month.
The new policy also provides performance-based incentives for completed projects and products. For work carried out by an individual, the incentive will equal 1 per cent of the funding actually disbursed by the HCM City budget for the project, with a minimum of VND 50 million and a maximum of VND 500 million per person per project. Payment will be made after the work has been accepted, approved or officially recognised in accordance with regulations.
