Under a plan signed by Hanoi Vice Chairman Duong Duc Tuan on October 16, the proposed transfer covers 4,006.38 hectares, comprising 2,529.38 hectares of Ba Vi National Park and 1,477 hectares of its buffer zone.
The adjustment would affect Ba Vi and Yen Xuan communes in Hanoi, along with Thinh Minh and Luong Son communes and Ky Son Ward in Phu Tho.
The proposal has received in-principle approval from the Politburo, but the final boundaries and land area remain subject to surveys and verification by both localities.
Public consultations are scheduled for October 25-30, subject to guidance from the relevant authorities. Local administrations are expected to report the results by October 31, with provincial-level summaries completed on November 1.
Hanoi plans to hold a special municipal People's Council session in early November before submitting the proposal to the Ministry of Home Affairs in the second week of the month.
The documents will then be prepared for consideration by the National Assembly.
Authorities have been instructed to review land records, population data, infrastructure, public assets and ongoing projects in the affected areas.
Hanoi also aims to ensure that any boundary adjustment does not disrupt administrative procedures, social welfare or essential public services.
For Ba Vi National Park, officials must develop conservation and management plans that protect forest resources while safeguarding local livelihoods and residents' rights.
Preparations for transferring administrative responsibilities are expected to be completed by November 15.
The boundary adjustment will take effect only after approval by the National Assembly.
