The city's Economic Police Division said on October 21 that the operation was allegedly led by Tran Van Hung, born in 1975, a resident of Xuan Loc Ward.
Investigators uncovered the network in early September, identifying suspected trafficking and slaughter of sick and dead pigs in Xuan Loc, Xuan Hoa and nearby areas.

Police subsequently launched a criminal investigation into the operation.
On October 5, police raided five locations linked to the network, including pig collection and slaughter facilities operated by Hung, a processed meat producer run by Pham Thi Han and a pork stall operated by Nguyen Thi Thu Phuong near Xuan Loc Industrial Park.
Officers seized approximately seven tonnes of pork contaminated with African swine fever virus, along with other evidence.
Initial investigations found that Hung and his wife, Huynh Thi Hieu Em, had allegedly purchased sick and dead pigs from traders and collection points since 2024.
The animals were transported to slaughter facilities in Xuan Loc Ward before the meat was sold directly to consumers or supplied to businesses producing Vietnamese pork sausage.
Police estimate the group handled around 400 tonnes of diseased and dead pigs between 2024 and October 2026, earning more than VND 10 billion in illegal profits.
Hung and eight other suspects have been charged and placed in pre-trial detention for alleged violations of food safety regulations under Article 317 of Vietnam's Penal Code.
