It prioritises environmentally friendly tourism products, clean energy, net-zero emissions and greater environmental awareness among residents and visitors.

By 2030, Phu Quy aims to maintain forest coverage at 42 per cent, collect and properly treat 95 per cent of household solid waste and 75 per cent of wastewater.

The island targets one million tourist arrivals, including 6,000 international visitors, with annual tourism growth of 13-15 per cent.

Accommodation capacity is expected to reach around 300 establishments with 3,500 rooms, generating about 1,000 direct tourism jobs.

All coastal tourist attractions, accommodation providers and other service businesses are expected to eliminate single-use plastics and non-biodegradable plastic bags by 2030.

Tourism is projected to contribute 13-14 per cent of the local economy.

Looking ahead to 2045, Phu Quy aims to achieve full collection and proper treatment of solid waste, eliminate flooding through improved drainage and ensure all wastewater meets environmental standards before discharge.

The island also targets 9,000 international visitors, tourism revenue of around VND 2.83 trillion (USD 107 million) and a tourism contribution of 17-18 per cent to its economy.

To support green growth, local authorities plan to develop traditional craft village experiences, zero-waste tours, night-time tourism and locally branded speciality products.

Ecotourism activities will include coral diving, stand-up paddleboarding, surfing, fishing, shellfish gathering and organic farm visits.

The administration also plans incentives for businesses offering environmentally responsible tourism services and a fund to support green tourism innovation.

Located about 56 nautical miles southeast of Phan Thiet Port, Phu Quy covers approximately 18 square kilometres and has a population of around 32,000.

The special zone was formed by merging Long Hai, Ngu Phung and Tam Thanh communes, with its administrative centre in Ngu Phung.

Phu Quy is home to one of Vietnam's 12 national marine conservation areas, supporting diverse marine ecosystems and valuable seafood resources.

Its attractions include Bai Nho-Ganh Hang, Lach Xanh Beach and Trieu Duong Bay, known for clear waters, white sand and distinctive coastal landscapes.

The island also has 25 religious and historical sites, including three nationally recognised cultural relics, including Princess Ban Tranh Temple, Linh Quang Pagoda and Van An Thanh.

Tourism has expanded rapidly in recent years, driven by island excursions, coral diving, fishing and water sports.

Between 2021 and 2025, Phu Quy welcomed 635,899 visitors, recording average annual growth of 40 per cent and tourism revenue of VND 1.59 trillion.
