The municipal People's Committee has ordered urgent upgrades to drainage systems and pumping stations at underpasses across the city, particularly at the An Phu Interchange, following flooding incidents during the rainy season.
At the HC1-02 underpass at An Phu, the city has instructed the Transport Infrastructure Construction Investment Project Management Board to maintain temporary pumps with a combined capacity exceeding 200 litres per second.

Authorities must also arrange temporary drainage channels, deploy traffic marshals and warning signs, and coordinate with police to divert traffic during heavy rain or when flooding threatens.
The city has called for the permanent pumping station at HC1-02 to be installed and brought into operation as soon as possible, alongside faster completion of the XL-09 drainage package to ensure connections across the wider drainage network.
Officials have also been instructed to review pumping capacity and consider flood warning sensors and automated operating systems.
At the underpasses near the new Eastern Bus Station and the Nguyen Van Linh-Nguyen Huu Tho Interchange, authorities must activate pumps as soon as rain begins, regularly maintain and clear drainage channels, and deploy personnel to manage traffic.
Outstanding technical problems must be addressed, with the necessary procedures completed before the facilities are formally put into operation.
The municipal government warned against opening infrastructure projects to traffic before adequate drainage and safety measures are in place.
Projects granted conditional acceptance must have outstanding work completed and inspected while maintaining safety during construction.
The Department of Construction has been tasked with inspecting all road underpasses, reviewing drainage maintenance and pumping operations, and studying the installation of sensors linked to control systems to provide early flood warnings.
The department will also work with HCM City Police and relevant agencies to develop emergency response plans for heavy rain and flooding, including timely traffic diversions and measures to protect road users.
