Ho Chi Minh City to auction operating rights for largest beach park

HCM City will auction a 10-year lease to operate Thuy Van Park in Vung Tau, covering more than 30,000 square metres of beachfront and coastal waters, along with a range of commercial facilities.

The municipal People's Committee has approved a plan to lease the park's operating rights through a public auction.

The lease will run for 10 years. Assets included in the auction comprise 6,900 square metres of sandy beach and 25,000 square metres of coastal waters for tourism and water sports activities.

Other facilities include the upper floors of six public service stations and a seaside viewing pavilion, with a combined area of 3,165 square metres for food and beverage services and sightseeing. The package also covers two car parks spanning 5,000 square metres, 10 equipment rental stations, 60 service kiosks, public squares, food areas and LED advertising screens.

All revenue from the lease, after deducting eligible costs in accordance with regulations, will be paid into the state budget.

The successful bidder will be responsible for funding routine upkeep, landscaping and periodic maintenance across the entire 20.7-hectare park. This includes technical infrastructure, trees, the whale statue, Tam Thang Tower and public squares. The operator must also ensure public security, environmental sanitation and coastal rescue services.

The Ho Chi Minh City People's Committee has stressed that the site must retain its function as a public coastal park. Commercialisation of access to open public spaces is prohibited, and no fees may be charged for ordinary community use.

The park underwent a renovation project costing more than VND 1 trillion (about USD 38.5 million) and officially opened on December 19, 2025. It is currently the largest beach park in Ho Chi Minh City, excluding the park planned for the Can Gio urban area, which remains under construction.

Although the waterfront site has quickly become a popular destination for visitors, it previously went through a prolonged period without a dedicated management and operating unit. This made it difficult for local authorities to maintain public order and environmental cleanliness.
