The HCM City People's Committee has issued a plan to connect and share data from security, traffic monitoring and violation detection cameras with the national population database and the city's Intelligent Operations Centre (IOC).
The initiative aims to strengthen real-time monitoring, improve responses to emergencies and enhance public security and traffic management.

Under Prime Ministerial Decision No. 502, issued on March 28, 2026, the city will develop an integrated system for collecting, processing and sharing video footage, image analysis and event data from surveillance cameras.
The system will support police in detecting and responding to security incidents, traffic violations, fires and emergencies.
Camera data will also be linked, under controlled access arrangements, with the national population database and electronic identification and authentication systems to support identity verification and enforcement activities.
HCM City Police, working with the Department of Science and Technology and other agencies, must complete a technical assessment of existing surveillance cameras by October 20, 2026.
The assessment will identify infrastructure upgrades and equipment needed to enable data sharing across different systems.
The city will also work with the Ministry of Public Security to upgrade police surveillance centres at city and commune levels.
From 2027, HCM City plans to establish camera connection hubs across wards, communes and special zones, upgrade its central police surveillance facilities and install AI-enabled image processing devices where necessary.
Regulations governing system operations, data management and information sharing will also be developed.
From January 1, 2028, the city plans to allow cameras owned by businesses, organisations and households to connect to the shared surveillance network through voluntary agreements.
Such connections must comply with cybersecurity, information security and personal data protection requirements.
HCM City Police will oversee implementation, coordinate data integration and train personnel responsible for operating and managing the system.
Relevant agencies will be tasked with ensuring data quality, secure storage and appropriate access controls.
Authorities also plan to encourage businesses and residents to install cameras and voluntarily share footage to support crime prevention and public safety.
The city said the integrated network would require consistent technical standards, clear access permissions and safeguards to ensure surveillance data is used only for authorised purposes while protecting personal information.
