The provincial People's Committee held a launch ceremony on October 15 for component projects 2-4 and 2-5, covering the section from Thay Cai Canal to Hiep Phuoc Port under a public-private partnership (PPP) arrangement.
Son Hai Group has been selected as the project investor.

The section passing through Tay Ninh will initially have four lanes, with a design speed of 100 kilometres per hour and expressway-standard specifications.

The route will pass through 15 communes in Tay Ninh, including Hau Nghia, Duc Lap, Hoa Khanh, Duc Hue, Thanh Loi, Binh Duc, Ben Luc, My Yen, Long Cang, Rach Kien, My Le, My Loc, Phuoc Vinh Tay, Can Giuoc and Tan Tap, before reaching Hiep Phuoc Commune in HCM City.
Speaking at the ceremony, Tay Ninh People's Committee Chairman Le Van Han said Ring Road 4 was a major transport project for Vietnam's southern key economic region.
The entire route will stretch approximately 159 kilometres, providing additional links between HCM City, southeastern Vietnam, the Mekong Delta and the Central Highlands.
For Tay Ninh, the project is expected to improve connections between industrial zones, production centres, logistics networks and the wider regional transport system.

Once completed, the road will provide more convenient access from Tay Ninh's industrial parks, manufacturing areas and border gates to seaports and airports.
It is also expected to support industrial, urban, commercial and logistics development along the corridor.
The wider Ring Road 4 project is designed to connect industrial zones, urban centres, seaports and airports while easing traffic pressure on central HCM City and expanding economic development opportunities across the southern region.
Nguyen Van Hung, director of the Tay Ninh Transport Project Management Board, said contractors would be urged to accelerate construction following the launch.
The board will work with the investor to monitor progress, address land clearance and construction material issues, and ensure the project meets quality and scheduling requirements.
