Hanoi plan to redevelop Thu Le Park could displace 37 households

Hanoi is reviewing a comprehensive redevelopment plan for Thu Le Park that could affect about 37 households, or roughly 150 people, living along Kim Ma and Cau Giay streets.

The Giang Vo Ward People’s Committee is publicly displaying a draft detailed master plan for Thu Le Park and seeking feedback from relevant agencies, organisations and local residents. The consultation period runs until November 8.

Also known as Hanoi Zoo, Thu Le Park is the capital’s only zoo and one of its oldest and best-known attractions. Built in 1975-76, the park has deteriorated significantly after decades of use.

The site contains more than 8.7 hectares of lake area and mature trees with significant ecological value. It is also home to Voi Phuc Temple, a nationally designated special historical relic.

The planning area in Giang Vo Ward covers more than 188,985 square metres. The area covered by the detailed plan is about 188,477 square metres, while approximately 508 square metres are earmarked for road expansion.

According to the planning consultant, about 37 households, with a combined population of roughly 150, live within the study area along Kim Ma and Cau Giay streets. The figures will need to be verified when compensation and site clearance plans are prepared.

A representative of the ward confirmed that the previous detailed plan had already placed all 37 households within the designated planning boundary. The areas where they live are zoned for parks and flower gardens.

The proposed urban design aims to transform Thu Le Park into a specialised attraction combining ecological and landscape values with cultural heritage, recreation and conservation education.

The design would create a modern, accessible park with a distinct identity while improving connections with surrounding urban spaces.

One proposal put forward by the consultant is an “Eco-Zoo” model focused on ecological habitats and animal welfare. The controlled zoo and conservation area would occupy about 30 per cent of the site, with facilities upgraded comprehensively.

The concept would move away from displaying animals in cages towards offering visitors experiences of naturalistic wildlife habitats. Instead of restrictive iron railings, the plan proposes concealed fencing, ecological moats and transparent, load-bearing glass barriers.

Animals would live in semi-wild environments designed to mimic their natural habitats, with the aim of improving their welfare. Advanced biological technologies would also be used to reduce and eliminate unpleasant odours.
