Hanoi reviews 250 delayed projects covering over 7,000 hectares

Hanoi is reviewing 250 delayed non-state-funded projects covering more than 7,000 hectares as part of efforts to unlock land resources for urban development and infrastructure investment.

According to a report by the Hanoi People's Committee on land-related budget revenue for 2026-2030, the city's Department of Agriculture and Environment has identified approximately 19,325 hectares of land with potential for development and revenue generation.

Of this, around 7,013 hectares are associated with 250 delayed projects funded outside the state budget.

Another 197 hectares are occupied by 66 industrial, healthcare, educational and government facilities scheduled for relocation, while 942 hectares are spread across 1,675 fixed-term leased land sites.

The city has also identified 695 hectares across 452 sites earmarked for land-use rights auctions and 2,977 hectares associated with 107 land acquisition projects where investors will be selected through competitive bidding.

Of the total land identified, preliminary boundaries have been established for about 7,501 hectares, while another 8,966 hectares comprise land reserved for urban development without approved investment projects.

By September, the reviewed land inventory had expanded by approximately 4,218 hectares, including four hectares added to the auction land reserve and 4,214 hectares linked to 97 projects requiring land acquisition and competitive investor selection.

The report said land development must comply with legal regulations and align with Hanoi's 100-year master plan.

Land made available through redevelopment will be prioritised for major projects, infrastructure and key transport schemes, as well as land allocations used to settle build-transfer (BT) contracts.

Hanoi estimates that land-use fees and land rental payments from the identified 19,325 hectares could generate approximately VND 1.5 quadrillion (USD 57 billion), including around VND 800 trillion (USD 30.4 billion) during the 2026-2030 period.

For 2026, the city plans to bring about 5,336 hectares into use to generate budget revenue.

As of October 8, land-related revenue had reached VND 98.62 trillion (USD 3.75 billion), equivalent to 100.04 per cent of the target set at the beginning of the year.

Full-year revenue is projected at approximately VND 146 trillion (USD 5.55 billion).

City authorities said they would continue updating the land inventory and developing phased plans for its use, based on approved planning, allocated land-use targets and project implementation schedules.
