The Vietnam Roads Administration has proposed transferring management of a section of National Highway 1, between Dong Nai Bridge and the Vung Tau Intersection, to Dong Nai authorities to facilitate the project.

The planned elevated road would run along National Highway 51 for approximately 6.2 kilometres, connecting the Vung Tau Intersection with the Bien Hoa-Vung Tau Expressway.
The intersection, located about 900 metres from Dong Nai Bridge, links National Highways 1 and 51 with Le Van Duyet Street and is a major traffic bottleneck at HCM City's eastern gateway.
The Ministry of Construction previously transferred management of National Highway 1 between Tan Van Intersection and Dong Nai Bridge to HCM City.
Several major transport projects are also under way in the area, including widening the HCM City-Long Thanh Expressway to eight to ten lanes.
The four-lane Dau Giay-Tan Phu Expressway is expected to open in 2027.
Once completed, the proposed elevated road would help divert traffic, ease congestion and strengthen transport links between HCM City and Dong Nai.
In January 2025, HCM City Infrastructure Investment Joint Stock Company proposed building an elevated road along National Highway 51, from the Vung Tau Intersection to Gate 11, connecting with the expressway.
The project was estimated to cost more than VND 12.8 trillion (USD 487 million) under a public-private partnership (PPP) arrangement.
