Under a draft decree, the policy would apply to Vietnamese citizens sent abroad to pursue bachelor's, master's or doctoral degrees under state-funded scholarship and training programmes approved by competent authorities.
To qualify, students must study in priority fields ranked among the world's top 500 by recognised international rankings.

Eligible students would receive two round-trip economy-class air tickets, with tuition, health insurance, passport and visa fees, and airport transfers also covered.
Monthly living allowances would be provided, with the amount varying according to the level of study.
The draft also proposes support for lecturers with doctoral degrees at higher education and vocational education institutions who are sent abroad for guest lecturing and academic exchanges.
They must participate in bilateral cooperation programmes or academic exchanges conducted under international treaties or agreements to which Vietnam is a party or signatory.
During their time abroad for guest lecturing, research or academic exchanges, lecturers would continue to receive their salaries and allowances.
The state budget would also cover one round-trip economy-class air ticket, passport and visa fees, airport transfers, health insurance and a monthly living allowance at the highest rate under government-funded overseas training programmes.
The ministry would set eligibility criteria, expected outcomes, eligible countries and priority fields, as well as support levels.
The draft is expected to be submitted to the government in November. If approved, the policy would take effect on January 1, 2027, covering eligible students, researchers and lecturers sent abroad.
