A Ministry of Construction report said Hanoi's planned network comprises 18 lines totalling about 979 km, with 11 lines covering around 427 km currently being developed.
Three lines are under construction, including the Nhon-Hanoi Station line, whose elevated section is complete, as well as the Nam Thang Long-Tran Hung Dao and Van Cao-Hoa Lac lines.

Five other lines that began preparatory work in June 2026 are targeted for completion by 2030, while three more are being prepared for construction starting in 2027.
HCM City's planned urban rail network comprises 28 lines spanning about 1,024 km.
The city is prioritising eight lines totalling around 305 km for investment during 2026-30, including the Ben Thanh-Tham Luong and Ben Thanh-Thu Thiem sections of Metro Line 2, the Thu Thiem-Long Thanh railway and links connecting Binh Duong New City with Suoi Tien and Ben Thanh with Can Gio.
Feasibility studies are being prepared for six projects, which the city aims to begin building in 2026.
The Ben Thanh-Tham Luong section of Metro Line 2 has an adjusted investment of VND 55.18 trillion (USD 2.12 billion) and is scheduled for completion in 2030. Construction began in January 2026, with work currently focused on stations S10 and S5.
The Ben Thanh-Thu Thiem section, costing about VND 36.7 trillion, began construction in April 2026 and is also scheduled to enter operation in 2030. Surveys and detailed engineering work are under way.
The Ministry of Construction said it would work with Hanoi, HCM City and relevant agencies to address issues involving planning, technical standards, funding, land clearance and investment procedures.
