The policy, set out in Resolution 96/2026/NQ-HDND, will take effect on October 10, according to the provincial People's Council Office.
Support will focus on infrastructure, service quality, destination promotion, tourism product development and capacity building.

Each community tourism site may receive up to VND 2.5 billion to upgrade access roads and tourism landscapes, including entrance gates, decorative features and photo spots.
The province will also provide up to VND 400 million for a new reception and exhibition facility of at least 100 square metres, VND 250 million for a car park of at least 200 square metres, and VND 40 million for each of up to two new public toilets.
Eligible sites must already be receiving visitors and must not have received state funding for the same purpose or have an investor developing a tourism project. Funding will be disbursed after facilities are completed and put into use.
The province will provide up to VND 50 million per site for digital promotion, including videos, websites, fanpages, QR codes, digital maps and tourism databases.
Linked tourism products connecting at least two community tourism sites, or a community site with another tourist attraction, may also receive up to VND 50 million. Participants must commit to maintaining the partnership for at least three years.
Households and individuals providing community tourism services will be eligible for preferential loans to build, renovate or expand homestays and purchase equipment for accommodation and tourism services.
Community tourism management groups may receive up to VND 100 million per site for study trips and experience-sharing programmes, as well as up to VND 60 million for waste collection equipment and facilities.
Funding will come from state and local budgets, with infrastructure support financed through public investment and preferential loans channelled through the Vietnam Bank for Social Policies.
The programme is aimed at improving visitor facilities, diversifying tourism products and supporting the sustainable development of community-based tourism across the province.
