The provincial People's Committee issued the instruction on October 2 after preparations for the 11th Dalat Flower Festival were found to be uneven, with many areas yet to launch a campaign encouraging residents to plant flowers and trees.
Communes, wards and special zones have been asked to quickly draw up plans for the campaign and encourage households and residents to plant and care for flowers and trees.

Local authorities have also been asked to identify land, roads and public spaces for flower-lined streets, displays and small parks, prioritising residential areas, gateways and routes to tourist attractions.
Government agencies, organisations and businesses have been asked to review and register activities in support of the festival, with a focus on practical programmes that create visual highlights and attract residents and visitors.
The Lam Dong Department of Culture, Sports and Tourism will monitor progress and advise provincial authorities on measures for areas where preparations are slow or have yet to produce visible improvements.
The campaign is also aimed at creating greener public spaces, promoting local identity and attracting visitors beyond the festival.
The province approved plans for the 11th Dalat Flower Festival in June. Themed 'Dalat-A Harmony of Flowers and Music', the festival will run throughout the year, with major events concentrated in late December.
The opening ceremony is scheduled for 8 pm on December 19 at Lam Vien Square, while a New Year 2027 arts programme and the festival's closing ceremony will be held on December 31.
