The pilot will cover Vietnamese children born at the hospital whose father or mother is a permanent resident of Hanoi, provided their birth records and related information are complete and consistent.
Parents will be able to visit a support desk run by the city's Public Administration Service Centre at the hospital, where they can use their electronic identification accounts to fill out and submit applications online, with staff available to assist if needed.
The scheme is intended to make post-birth administrative procedures more convenient for parents while improving data sharing between the hospital and government agencies.
The hospital will issue birth certificates and electronically share birth data, while the Public Administration Service Centre will assist applicants and forward their applications.
Commune-level People's Committees will remain responsible for processing applications and issuing official birth certificates.
The pilot will not apply to children born through surrogacy or cases involving special circumstances that require separate verification.
Authorities will not ask applicants to resubmit information or documents that can legally be retrieved from existing systems, unless additional information is required to process an application.
The three-month pilot will not change existing jurisdiction, procedures, documentation requirements or processing times for birth registration.
The programme will be reviewed by the end of 2026, with Hanoi considering whether to expand the model and further automate and integrate related procedures.
