According to Hoang Tien Minh, director of Hue City's Regional Construction Investment Project Management Board No. 3, several sections under Package 21 remain submerged, forcing contractors to temporarily suspend some work until conditions improve.
Contractors have been asked to raise temporary access roads to continue work on five bridges and culverts, while road construction will resume once floodwaters recede.
Work on Package 20 at the end of the route remains on schedule as the area has not been flooded. Site clearance is expected to be completed in October.
Package 21 had previously fallen behind schedule, prompting the former project owner to terminate part of a contract with Dong Tam Group JSC in late June.
After taking over the project, the new management board asked contractors to mobilise additional workers and equipment to accelerate construction, with completion targeted for late 2027.
More than VND 64.5 billion (USD 2.45 million) has so far been disbursed from over VND 209 billion in project funding transferred to the new management board.
Approved in 2023 with total investment of VND 1.143 trillion, the project involves a road stretching more than 9.5 kilometres through Thanh Thuy, Huong Thuy and Phu Bai wards.
The project comprises two construction packages. Package 20 began in November 2024 with a 720-day construction schedule, while Package 21 started in January 2025 with a 900-day schedule.
Package 21 covers a 6.1-kilometre section with a planned width of 60 metres, along with power substations, under a contract worth more than VND 583 billion.
