The proposal is included in a draft decree amending regulations on preschool education development policies that the ministry has submitted to the Ministry of Justice for appraisal.
Under the draft, children attending licensed private or non-public preschool facilities would be eligible if a parent or legal guardian works under a labour contract at an industrial park or in an area with a large concentration of workers.
Support would be provided for the number of months children actually attend school, capped at nine months per academic year.
Provincial authorities would determine specific support levels based on local budget capacity and submit them to provincial People's Councils for approval.
The proposed VND 160,000 per child per month would be the minimum, allowing localities with sufficient resources to provide higher levels of support.
The draft also proposes financial assistance for eligible private and non-public independent preschool facilities in areas with large numbers of workers.
Facilities where at least 30 per cent of children are those of workers employed in industrial parks or other labour-intensive areas would be eligible.
They could receive one-off support for equipment, toys and teaching materials, as well as funding for repairs to facilities used for childcare and education.
The minimum proposed support for each eligible independent preschool facility is VND 20 million.
Local authorities would be responsible for identifying eligible facilities, assessing funding needs and allocating support through local budgets.
