The licence was presented on September 23 in New York under the witness of General Secretary and State President To Lam, with Minister of Science and Technology Vu Hai Quan handing the authorisation to Amazon Kuiper Vietnam.

Under the licence, Amazon Kuiper Vietnam is permitted to establish a private telecommunications network using satellite transmission links to test and evaluate customer terminal equipment. The trials will be used to assess the quality of products manufactured in Vietnam.
The network will be allowed to operate nationwide and must comply with all Vietnamese regulations governing telecommunications, radio frequencies, technical standards, service quality, information safety and cybersecurity.
Amazon Kuiper Vietnam was established in 2024 as Amazon's legal entity in Vietnam for satellite connectivity operations.
Amazon Leo, formerly known as Project Kuiper, is a broadband network based on a constellation of more than 3,000 low-Earth-orbit satellites designed to provide high-speed, low-latency internet access in areas that are difficult to reach through conventional telecommunications infrastructure.
The licensing provides a framework for Amazon to test equipment produced in Vietnam and is expected to support the country's high-tech manufacturing sector, expand supply chains and strengthen cooperation in the development of next-generation connectivity infrastructure.
