Bac Ninh to launch social housing priced from USD 23,000

A new social housing project in Bac Ninh is expected to offer apartments from around VND 600 million (USD 23,000), targeting workers and low-income households.

Authorities in Bac Ninh Province have approved an investment policy for a large-scale worker housing project that will provide more than 2,000 social housing units, with entry-level apartments expected to cost around VND 600 million (USD 23,000).

The project will be developed by Bac Chuong Duong Investment and Trading JSC in Yen Trung Commune on a site covering nearly nine hectares.

With a total planned investment of more than VND 2.236 trillion (USD 86 million), the development is designed to accommodate approximately 3,680 residents.

According to the developer, nearly 30 per cent of the land area will be allocated to residential buildings, while more than 70 per cent will be reserved for green spaces, water features, public amenities and transport infrastructure.

The approved plan includes nine 13-storey social housing blocks providing a total of 2,015 apartments. In addition, the project will feature 116 commercial townhouse units of up to five storeys, delivered with completed exterior finishes.

Public facilities within the development will include a kindergarten, cultural centre, medical clinic, sports complex, swimming pool, pickleball courts and public parks.

Supporting infrastructure will comprise roads, water supply and drainage systems, electricity networks, fire prevention systems and parking facilities.

The social housing units are expected to range from 35 to 70 square metres in size, targeting industrial workers, low-income earners and other groups facing housing affordability challenges.

The estimated selling price is around VND 17 million (USD 654) per square metre. Based on that level, a 35-square-metre apartment would cost approximately VND 600 million (USD 23,000).

The developer said pricing and rental schemes would be structured to reflect the actual income levels of workers and lower-income households, helping improve access to affordable housing.

Under the provincial government's approval decision, the investor will be responsible for ensuring that all sale and rental prices comply with regulations governing social housing projects.

Demand for affordable housing remains high in Bac Ninh, particularly in areas with large concentrations of factory workers and industrial employees.

Under Vietnam's national housing development programme, Bac Ninh has been assigned a target of completing 119,073 social housing units between 2026 and 2030, including 19,900 units in 2026 alone.

The province is currently implementing multiple social housing developments across major industrial and urban areas, including Kinh Bac, Tu Son, Que Vo, Yen Phong and Yen Dung.
