The move follows a police investigation into Phuong Do International General Clinic in Haiphong City, where 19 people have been prosecuted over suspected violations in medical services, including alleged fraud and practices aimed at inflating patients' bills.
Local health authorities were instructed to conduct comprehensive surprise inspections of private healthcare facilities, focusing on those that have received repeated complaints.
The department ordered strict action against violations, including revoking operating licences and professional certificates where warranted.
Authorities were asked to focus on practices including providing services beyond licensed professional scopes, excessive diagnostic testing, unnecessary treatment to inflate bills and conduct that could endanger patients.
Cases showing signs of criminal offences must be referred to police for investigation.
Health departments must also publish lists of facilities found in violation, suspended from operation or stripped of their licences on their websites and through the media.
Provincial health department directors will be held responsible if prolonged violations at healthcare facilities under their jurisdiction are not addressed, the ministry said.
Local authorities were ordered to carry out the inspections promptly and report the results and any enforcement action to the ministry.
