The city's Department of Agriculture and Environment has proposed preparing a survey and preliminary assessment of sea sand reserves in Vinh Long Province, with priority given to supplies for major, public investment and socio-economic development projects in Dong Nai.
The survey would be funded by the Dong Nai budget and is expected to be carried out in 2026.
Vietnam's Road Administration in December 2025 issued technical standards allowing sea sand to be studied and used as road embankment material during project preparation, design, construction, inspection and acceptance.
Under the standards, sea sand embankments may be built using conventional filling or hydraulic pumping methods. A trial section of at least 100 metres must be completed before large-scale construction to determine appropriate technology, equipment, compaction, layer thickness, moisture levels and quality-control measures.
The standards also require contractors to ensure site drainage, control compaction and monitor settlement, while complying with environmental impact assessments or environmental permits.
Dong Nai is developing eight expressways and ring roads, including Bien Hoa-Vung Tau, Ben Luc-Long Thanh, Dau Giay-Tan Phu, Tan Phu-Bao Loc, Gia Nghia-Chon Thanh and HCM City-Chon Thanh expressways, and Ring Roads 3 and 4.
Other projects include inter-provincial routes linking Dong Nai with Lam Dong and Tay Ninh, as well as strategic connections with HCM City such as Phuoc An, Cat Lai, Phu My 2 and Long Hung bridges.
The city is also developing major urban transport corridors, including a route along the Dong Nai River linking Vinh Cuu, Bien Hoa, Long Thanh and Nhon Trach, and an elevated road along National Highway 51.
With dozens of major transport projects under construction, Dong Nai needs large volumes of building materials, particularly fill material.
