The 39-km route will comprise a main road, part of Ring Road No. 2 and several connecting branches, including links to Tran Temple.
The project is designed to improve transport links between the Hoa Lu and Nam Dinh urban centres in the southern Red River Delta, open up new development areas and boost trade, services and tourism in the newly merged province.
It will also improve connections between cultural, historical and spiritual tourism sites and support Ninh Binh's goal of becoming a centrally governed city.
The project has a total investment of VND 7.14 trillion, excluding compensation, resettlement and site clearance costs. The central government is expected to provide VND 1.2 trillion under the 2026-2030 medium-term public investment plan, with the remainder funded by the provincial budget.
Construction is scheduled to take place from 2026 to 2029, with the project covering about 368 hectares across several wards and communes.
Seven new bridges will be built, including crossings over the Day River, the Cau Gie-Ninh Binh Expressway, the North-South railway and National Highway 21.
The project will also include 13 intersections, alongside frontage and connecting roads and underpasses to improve local access.
The provincial People's Committee has instructed the project management board to complete the required documentation and proceed with the next stages in accordance with regulations.
