Prolonged rainfall triggered by Storm Narra caused severe flooding in parts of Bac Ninh Province, disrupting transport and isolating communities. Local authorities have maintained emergency deployments at high-risk locations and remain on standby to assist and evacuate residents if necessary.

As of 6 am on August 24, multiple sections of national highways and roads across Bac Ninh Province were submerged.
The most serious flooding was recorded on Road 289 in Nam Duong Commune, where floodwaters covered a stretch of approximately 350 metres with an average depth of 1.7 metres.
On Road 293 in Truong Son Commune, a 270-metre section was inundated to an average depth of 1.6 metres, making it impassable to all vehicles. Two other sections of the same road were submerged by between 50cm and 80cm over distances of about 650 metres each.
On National Highway 31 in Phuong Son Ward, floodwaters covered a section approximately 700 metres long and 1.3 metres deep, with water levels continuing to rise. Another location on the highway was submerged by around 70cm, bringing traffic to a standstill.
In Thong Nhat Village, Tay Yen Tu Commune, 26 households with a total population of 81 people were cut off after floodwaters more than 50cm deep submerged access roads.
The heavy rain also triggered landslides on several roads across the province, further complicating transport and emergency response efforts.
