Hung Yen Provincial Police Department said they had prosecuted and placed two foreign nationals in temporary detention for investigation on charges of forging seals and documents of agencies and organisations.
The suspects were identified as Sarkar Khayrul Hasan, 44, a Bangladeshi national, and Mohammed Hussen Ali, 37, an Indian national.

Investigators alleged that the pair exploited demand for diplomas and certificates among people seeking employment or attempting to complete personal documentation. They are accused of producing and trading documents bearing seals, emblems and information designed to resemble genuine academic qualifications.
According to preliminary findings, Hasan learned that Ali was capable of producing diplomas and certificates purportedly issued by universities in Vietnam. Hasan allegedly acted as an intermediary, accepting orders from customers seeking forged documents.
Police said the operation employed relatively sophisticated methods. Hasan was responsible for receiving requests from clients, negotiating the type of diploma or certificate required, setting prices and arranging delivery.
He then allegedly instructed customers to provide images of their citizen identification cards and portrait photographs in order to obtain the personal information needed to create the counterfeit documents.
The Security Investigation Agency of Hung Yen Provincial Police Department is continuing its investigation and expanding inquiries into the case.
