The target is part of a new development plan aimed at accelerating Hanoi's urban railway network while strengthening its technological, investment and operational capacity.
For 2026-2030, the city targets average annual gross regional domestic product (GRDP) growth of more than 11 per cent, with GRDP exceeding USD 113 billion and per capita GRDP reaching at least USD 12,000.

The digital economy is expected to account for at least 40 per cent of GRDP and cultural industries about 9 per cent. Hanoi also aims to address persistent problems including flooding, environmental pollution, traffic congestion, urban order and food safety.
The city will also develop a 100-year master plan and accelerate detailed urban and rural planning. Planning information and geographic information system (GIS) data will be digitised, with planning databases made publicly accessible.
Hanoi plans a network of interconnected urban centres, with the Red River as the main ecological and cultural corridor and other rivers and Ba Vi forests forming its broader ecological framework.
Transport infrastructure will be a major focus, with resources prioritised to accelerate the urban railway network and meet the 100-kilometre target by 2030.
Hanoi will also study upgrades to Gia Lam and Hoa Lac airports for gradual dual-use operations and propose a second international airport in the southern part of the capital, linked to free-trade zones and modern logistics hubs.
Plans will also be developed to make greater economic use of underground and low-altitude space around metro stations.
Hanoi will also prioritise the preservation and promotion of major cultural and historical heritage sites, particularly the Thang Long Imperial Citadel, Co Loa Citadel and the Temple of Literature.
