Vietnam Post is taking steps to enter Vietnam's mobile telecommunications market under a mobile virtual network operator (MVNO) model, the company has announced.

The state-owned postal company has selected Vietnam Posts and Telecommunications Group (VNPT) as its infrastructure partner.
Under the MVNO model, Vietnam Post will develop its own brand, products, distribution network and customer services while using VNPT's telecommunications infrastructure.
As its first step into the market, Vietnam Post has introduced the Pottel SIM brand. The company has not yet announced its mobile prefix.
The approach will allow Vietnam Post to make use of existing infrastructure, potentially shorten the deployment process, optimise investment resources and focus more heavily on areas that directly create value for customers.
The MVNO model has also been adopted in markets around the world. Rather than investing in an entirely new telecommunications network, operators can focus their resources on their own strengths to develop differentiated products and services.
Choosing the MVNO model will also enable Vietnam Post to integrate telecommunications services with the wider range of services already provided through its nationwide network, gradually expanding its ability to serve customers in both physical and digital environments.
Under a licence issued by the Telecommunications Authority under the Ministry of Science and Technology in December 2025, Vietnam Post is authorised to establish a nationwide terrestrial public mobile telecommunications network that does not use radio-frequency spectrum.
The licence covers voice calls, messaging, transmission services for machine-to-machine connectivity and internet access.
