Dong Nai People's Council has approved a resolution to halt the investment plan for the Vinh Tan domestic waste treatment and power generation plant in Tan An Commune under a public-private partnership (PPP) model.

The project was approved by Dong Nai People's Council on September 22, 2022, with total investment estimated at nearly VND 2.3 trillion (USD 88.46 million).
The Vinh Tan waste-to-energy project was initially proposed by a consortium comprising Le Delta JSC and Ecotech Vietnam Technology Investment Trading JSC.
The plant was planned on an area of about 12 hectares within an approved 50-hectare waste treatment complex.
In its first phase, the plant was designed to process 800 tonnes of waste a day and generate 20MW of electricity. Its second phase would increase capacity to 1,200 tonnes of waste a day and electricity generation to 30MW.
The project was scheduled to begin construction in 2023 and take about three years to complete. However, it has repeatedly fallen behind schedule.
According to a submission from the Dong Nai People's Committee, the project's feasibility study still contains numerous shortcomings, with several elements failing to meet current regulations.
The Economic and Budgetary Committee of the Dong Nai People's Council said halting the project was appropriate given the circumstances. The project had been delayed for years and granted multiple extensions, but its documentation still failed to meet the required standards.
In its appraisal report, the committee asked the Dong Nai People's Committee to review all project documents, survey results, planning materials and work already completed to assess which elements could be retained when developing a new project.
