The provincial People's Committee has approved urgent works on a 2.12-kilometre section of the dyke, along with the construction of a new sluice in Hai Thinh Commune.
The project, scheduled for the 2026-2028 period, aims to prevent coastal erosion, improve protection against floods and high tides, control saltwater intrusion and safeguard residents, property and key infrastructure.
Of the total investment, VND 100 billion will come from the central government, with Ninh Binh providing the remaining VND 130 billion from its provincial budget.
Under the plan, the Hai Thinh III dyke will be upgraded and widened to seven metres along the 2.12-kilometre section.
A new sluice will also be built on the left bank of the Ninh Co River estuary to replace the existing structure.
Local authorities have required the project to meet construction schedules and quality standards while keeping costs under control.
Once completed, the upgraded dyke is expected to strengthen disaster protection for coastal communities amid growing risks from climate change and rising sea levels.
