The agreement, covering the 2026-2031 period, aims to improve oversight of the tourism sector, prevent violations and enhance visitor protection as the city's tourism industry continues to expand.
The two agencies would increase information sharing on licensed travel operators, tour guides, tourist attractions and overseas visitor markets, while stepping up inspections of travel companies and using digital technologies to strengthen monitoring.
Joint efforts will also focus on tackling common tourist complaints, including touting, overcharging, theft and online scams involving hotel bookings, package tours and attraction tickets. Security plans will be strengthened for major festivals, events and key tourist areas.
Ho Chi Minh City is home to 1,906 travel companies, 77 travel agencies, 4,805 accommodation establishments with more than 106,000 rooms, over 9,000 licensed tour guides and 39 recognised tourist attractions.
Between 2021 and 2025, the city welcomed an estimated 155.2 million visitors, including 20.8 million international arrivals. Officials said the continued growth in visitor numbers and tourism services required stronger measures to ensure tourist safety.
