The ministry said progress remained slow along the eastern North-South Expressway, with only four of 21 rest stops partially operating charging facilities, eight under construction and the remainder yet to begin installation. Some sites have yet to appoint operators or set completion dates.
Under the directive, investors and rest stop operators must review site designs, available land and power supply capacity, and prepare detailed plans covering charger locations, capacity, grid connections, construction and operation.
Charging infrastructure at transitional rest stops must be completed before January 1, 2027, in line with national technical standards.
The ministry also called for experienced operators to develop and manage the charging network, with supporting infrastructure including parking areas, substations, electrical systems and fire safety facilities.
The Vietnam Road Administration has been tasked with overseeing the rollout at the 21 rest stops on the eastern North-South Expressway, while supporting efforts to resolve issues related to land, construction, power connections and fire safety.
