The plan covers the 2026-2035 period, with a vision to 2050, to preserve the ancient water system, protect its groundwater and promote heritage tourism.
The planning area spans 427.8 hectares, including a 10.42-hectare protected heritage zone and a 417.38-hectare buffer zone designed to safeguard natural features and groundwater while supporting community-based tourism.
The plan aims to preserve the centuries-old hydraulic works from natural and human impacts, connect the wells into a cultural and historical tourism route, diversify tourism products and generate revenue to support conservation and improve local livelihoods.
It also designates heritage conservation zones, areas for tourism development, residential areas and technical infrastructure, while outlining restoration and preservation projects in line with Vietnam's cultural heritage regulations.
Ten wells will be preserved in their original condition, while six will undergo restoration. Three associated heritage sites will be reconstructed based on historical records, and four additional wells have been proposed for inclusion in the national relic site.
The plan also calls for strict protection of the geological strata and groundwater system that underpin the site's heritage value. Activities such as hill levelling, well drilling, stone quarrying and other works that could alter groundwater flows or geological structures will be prohibited.
Hoang Xuan Tan, vice chairman of the Quang Tri People's Committee, said the plan would help mobilise investment, preserve the heritage and support sustainable tourism and socio-economic development.
The Con Tien ancient well system, formerly in Gio An Commune, was designated a national relic site in 2001. The centuries-old hydraulic network still supplies water for farming and daily use, reflecting the engineering skills of earlier communities.
