Under the plan, local police will work with schools to monitor public and private groups on platforms such as Facebook, Zalo and Telegram created by students.
If groups are found spreading defamatory content, encouraging violence or illegal street racing, police will notify schools to intervene before online disputes escalate into real-world offences.
Police will also step up security around schools, including at school gates, internet cafés, roadside stalls and parking areas, to detect students carrying weapons or riding large-capacity motorcycles illegally.
Authorities will inspect businesses near schools for selling e-cigarettes, alcohol or unsafe food to students.
For students showing signs of offending or requiring special support, schools, families and local police will establish closer coordination, with homeroom teachers assigned to monitor and support individual students.
Schools will be required to report serious incidents, including those involving serious assault, extortion or drug use, to local police for investigation in accordance with the law.
The plan emphasises early intervention through education, counselling and rehabilitation, alongside law enforcement, with the aim of reducing school violence and preventing minor conflicts from escalating into serious offences.
