Police said the remaining locations are among the most difficult to address, with five affected by construction barriers and seven experiencing traffic volumes that exceed existing road capacity.
The city has instructed relevant agencies to identify the causes of congestion at each site, assign responsibility and set deadlines for remedial measures, instead of reporting that the situations remain under review.
Authorities have introduced a range of traffic management measures, including real-time signal adjustments at 188 intersections and 22 "green wave" corridors, while traffic police direct vehicles daily at nearly 300 key junctions.
The city's traffic control centre now operates 4,297 AI-powered cameras after the second phase of the system came online this month. Authorities are also installing 36 electronic traffic information boards to provide real-time congestion updates and suggest alternative routes.
Construction barriers remain a major cause of congestion and called on contractors to minimise road occupation, properly manage construction materials and restore road surfaces promptly after works are completed.
The city also plans to reorganise traffic at the remaining hotspots through measures such as signal timing adjustments, lane reallocation, one-way traffic schemes and turn or parking restrictions where appropriate.
