The ruling, announced by the Lam Dong Department of Culture, Sports and Tourism on Friday, follows guidance from the Vietnam Sports Administration under the Ministry of Culture, Sports and Tourism.
It is expected to help resolve licensing issues faced by businesses offering the activities in Mui Ne, a popular beach destination known for its favourable wind and wave conditions.
The clarification came after Mui Ne Ward authorities sought guidance on applications from two companies planning to operate windsurfing and kitesurfing services.
The department said the activities are considered equipment rental services combined with basic skills instruction for tourists, rather than sports coaching or training.
However, operators must still meet safety requirements because the activities pose potential risks to participants.
Before launching services, businesses must complete procedures for registering water recreation equipment, declaring operating zones and obtaining confirmation from the provincial tourism department that safety conditions have been met.
